Package-level declarations

Configures the serialkompat { … } block (design §6, §9). Policy that can't be inferred from code (direction, baseline ref, scope) stays declared here; the wire config itself is read from the real jsonInstance.

The serialkompat { history { … } } block: the append-only published-schema history used for the transitive, persisted-data-horizon check (design §5).

Registers the serialkompat compatibility-gate tasks (design §9):

A single machine-readable report format the pairwise check can write (design §9, #122): whether it is required (written) and where it lands (outputLocation).

The serialkompat { reports { … } } block: selects which machine-readable formats the pairwise serialkompatCheck/serialkompatCheckAgainst writes (#122). Modeled on Gradle's own reports { } (a nested block, not flat flags) so formats can grow without a breaking .api change.
